After none of the options for amending the sibling regulation statutes discussed at the council meeting on 07.05.2026 received a majority and the current sibling exemption therefore continues to apply for the time being, all three proposals will now be put to the vote again.
The following variants are again being put to the vote:
- the complete abolition of the previous sibling reduction, as provided for in the budget protection concept (HSK),
- a temporary 50% regulation for the second child with exemption from contributions for further siblings until 31.12.2026 and abolition of a sibling regulation from 01.01.2027,
- as well as a 50% rule for the second child with exemption from contributions for further siblings for the entire kindergarten year 2026/2027.
The aim of the additional meeting is to bring about a decision that takes the best possible account of both the requirements of the budget protection concept and the justified need of families for planning security.
In this context, the municipal supervisory authority has once again made it clear that if an HSC measure is not implemented, compensatory measures must be taken immediately in order to still achieve the consolidation targets. Otherwise, there are medium-term risks to the ability to approve the HSK update, including restrictions in the context of provisional budget management.
Irrespective of the decision to be made at this meeting, a fundamental revision of the parental contribution statutes is planned for the 2027/2028 kindergarten year. This should take into account the expected KiBiz changes (in particular more flexible childcare times) and an overall socially balanced, budget-friendly contribution structure. A first substantive proposal on this is planned for the Youth Welfare Committee on 18.06.2026.
