Following the amendments to the Federal Elections Act confirmed as constitutional by the Federal Constitutional Court in its ruling of July 30, 2024 (2 BvF 1/23 etc.) through the Act to Amend the Federal Elections Act and the Twenty-Fifth Act to Amend the Federal Elections Act of June 8, 2023 (Federal Law Gazette 2023 I No. 147), the 21st German Bundestag will in principle have 630 Members of Parliament, of which - subject to the requirement of second-vote coverage - 299 will be elected directly in constituencies and 331 according to Land lists. Overhang and compensatory seats are no longer provided for.
Anyone who is entitled to vote on election day
- is a German within the meaning of Article 116 (1) of the Basic Law,
- has reached the age of 18 and
- have lived or usually resided in the Federal Republic of Germany for at least 3 months prior to the election
is not excluded from the right to vote.
You can only vote if you are registered on the electoral roll or have a polling card.
All eligible voters who are registered for a (main) residence at the registration office on the cut-off date (12.01.2025) are registered ex officio.
Eligible voters who are entered in the electoral roll will receive a polling card by February 2, 2025 at the latest.
During the inspection period (03. to 07.02.2025) you can check the accuracy or completeness of your data entered in the electoral roll.
Applications for a polling card/mail-in ballot can be submitted until Friday, 21.02.2025, 15:00.

The postal voting documents are expected to be sent out from the 7th calendar week (from 10.02.2025). Due to the shortened deadlines for the early Bundestag election, you are requested to apply for the postal voting documents in good time. Alternatively, you can vote by post directly at the citizens' office in the pilgrimage town of Kevelaer.
Please only fill in the form if you are unable to cast your vote at a polling station on election day.

The collection of registration certificates on behalf of another person is only permitted if the right to receive them is proven by written authorization.
In the event of proven sudden illness, postal vote applications can be submitted until Sunday, 23.02.2025, 15:00.
The postal vote documents (red ballot letter) must be received by the electoral officer by 18:00 on election day, 23.02.2025 at the latest.
Anyone who has a polling card may vote in the election in constituency 111 Kleve by casting their vote in any polling district of this constituency or by postal vote.
Removals in the period from 13.01. to 02.02.2025
If you move within the pilgrimage town of Kevelaer, you will retain your right to vote in your old constituency.
If you move from another town or municipality in the period from 13.01.2025 - 02.02.2025, you will only be entered in the electoral roll upon application or objection if you do not wish to vote in your previous municipality of residence.
