Parking permit for severely disabled persons

    Severely disabled persons can receive a parking concession depending on their characteristics and the associated physical restriction. The predominantly known "blue parking concession" can be obtained by severely disabled persons with an exceptional walking disability (characteristic sign "aG") and/or blindness (characteristic sign "BL").
    Since the beginning of 2009, the following persons have also been able to obtain the blue parking permit:

    • Thalidomide-impaired (bilateral amelia or phocomelia)
    • and people with comparable impairments (e.g. amputation of both arms)

    The severely disabled parking permit is usually issued for two years.

    The parking permit is valid throughout the EU and must always be displayed behind the windshield when using the parking concessions.

    The holder is entitled to the same parking concessions in other EU member states as disabled persons residing there.

    However, there is also the "orange parking concession", which is much less well known. Although this involves a smaller scope of authorizations, it is still able to provide appropriate parking relief for people with disabilities. Irrespective of the "aG" classification, this can be granted on a discretionary basis in individual cases. The following groups of people are eligible for the corresponding exemption:

    • Severely disabled people with the G and B signs and a GdB of at least 70 for functional disorders of the lower limbs alone (and the lumbar spine, insofar as these affect the ability to walk) and at the same time a GdB of at least 50 for functional disorders of the heart or respiratory organs,
    • Severely disabled people who suffer from Crohn's disease or ulcerative colitis if they have a degree of disability of at least 60,
    • Severely disabled people with an artificial anus and artificial urinary diversion, if they have a degree of disability of at least 70

    Furthermore, orange parking concessions can be granted for

    • Severely disabled people with the "G" and "B" signs and a GdB of at least 80 solely for functional disorders of the lower limbs and lumbar spine (e.g. due to orthopaedic or neurological diseases, insofar as these affect the ability to walk and do not justify the aG sign).
    • Severely disabled people with the "G" and "B" signs and a GdB of 50 for functional disorders of the lower limbs (and the lumbar spine, insofar as these affect the ability to walk) and at the same time a GdB of 70 for functional disorders of the heart or respiratory organs (reduced cardiac output, reduced lung function).
    • Severely disabled people with the "G" and "B" signs with centrally caused balance disorders and (or) neuromuscular diseases with GdB 70 that affect the ability to walk and additionally GdB 50 for impairments of the lower extremities and (or) the lumbar spine (insofar as these affect the ability to walk).
    • Severely disabled people with organically caused functional disorders of the bowel with at least GdB 60 (e.g. loss of function of the anal sphincter with individual GdB 50 and chronic intestinal inflammation with individual GdB 30). Tumors are not taken into account if there are no functional disorders to the extent mentioned.
    • Severely disabled people with organically caused functional disorders of the intestines and urinary tract with at least GdB 70 (e.g. chronic intestinal inflammation with individual GdB 50 and urinary incontinence with individual GdB 40). Tumors are not taken into account if there are no functional disorders to the extent mentioned
