Property tax 2025
Service description
Property tax is one of the most important sources of income for cities and municipalities. It contributes significantly to the financing of schools, roads, green spaces and many other public facilities. Following a ruling by the Federal Constitutional Court, a reform of property tax was necessary to ensure fairer and more transparent taxation of land and real estate.
Why was the property tax reformed?
The previous calculation of property tax was based on outdated standard values, some of which were several decades old. This led to inequalities, as similar properties were taxed differently. The aim of the reform is to create a fair and constitutional basis for the taxation of real estate and to distribute the tax burden more fairly.
How the procedure between the tax office and the city works
- The tax office calculates the property tax value and the property tax assessment amount.
- The pilgrimage town of Kevelaer then sets the local assessment rate, which is used to determine the final amount of property tax.
- The property tax is then collected by the city and flows directly into the city budget to finance local projects and services.
Important notes on objections
Objections to the determination of the property tax value and the assessed value must be submitted exclusively to the responsible tax office. The pilgrimage town of Kevelaer is bound by the determinations of the tax office and may not deviate from them.
