Service description
Section 24 of the NRW municipal code creates an opportunity for political participation at municipal level.
Every resident of the municipality who has lived in the municipality for at least three months has the right to address the council individually or collectively with suggestions or complaints regarding municipal matters.
This is a manifestation of the right of petition under Article 17 of the Basic Law.
You can contact the council of the pilgrimage town of Kevelaer so that it can deal with a specific matter. However, your request must relate to an area of responsibility of the pilgrimage town of Kevelaer and you must have lived in Kevelaer for at least three months.

47623 KevelaerThe Council of the pilgrimage town of Kevelaer has delegated the handling of suggestions and complaints to the Main and Finance Committee. The committee is authorized to deal with the content of the matter and to make decisions on the merits. The applicant will be informed of the outcome.
Council and committee meetings are generally open to the public so that you have the opportunity to follow the handling of your own petition.
Your personal data (name, address, contact details, etc.) will only be made public if you have given your written consent when the citizens' application is dealt with by the committees. A corresponding form will be sent to you.
Anonymous submissions will not be dealt with. The same applies if the suggestions and complaints constitute a criminal offense or do not provide any new content compared to matters that have already been examined.
Applications / Forms
The citizens' application must be submitted in text form in accordance with Section 126b of the German Civil Code, e.g. in writing or by email.
