Local elections 2025
The local elections are just around the corner: on September 14, the citizens of the pilgrimage town of Kevelaer will elect a new mayor, city council and district council of the Kleve district. On election day, the polling stations will be open from 8.00 am to 6.00 pm. Postal voting is also possible. We have compiled all the important information about the 2025 municipal elections for you on this page.
The elections at a glance
Mayoral election
The mayor is elected by majority vote for a term of five years. All eligible voters have one vote. If no candidate wins an absolute majority on September 14, a run-off election will be held on September 28, 2025.
Election of the council of the pilgrimage town of Kevelaer
All voters have one vote in the council election. This vote is cast simultaneously:
- one candidate from their own constituency and
- the reserve list of the party or group of voters to which this person belongs.
The Council is elected for five years.
District council election and district administrator

Who is eligible to vote?
The following persons may vote in the local elections in North Rhine-Westphalia:
- Germans and nationals of other EU member states (EU citizens),
- who are at least 16 years old on election day,
- who have resided or usually reside in the respective electoral area (e.g. municipality, city or district) since at least the 16th day before the election and
- who are not excluded from the right to vote.
Postal vote
If you do not want to or cannot go to the polling station in person, you have the option of voting by post. After applying, you will receive all the necessary postal voting documents by post to your home. This allows you to cast your vote at your leisure and from any location.
Please remember: The completed red ballot letter must be received by the election officer by 4 p.m. on election day (September 14, 2025) at the latest.
You can apply for a polling card or postal vote until Friday, 12.09.2025, 15:00. To do so, either use the online form via this link or the application on the back of your election notification (return address: Wallfahrtsstadt Kevelaer, Peter-Plümpe-Platz 12, 47623 Kevelaer).
Important: Please only submit the application if you cannot or do not wish to vote in person at the polling station on election day.
Postal voting on site
You are expected to be able to vote by post from the 33rd calendar week (from August 11, 2025) directly at the citizens' office of the pilgrimage town of Kevelaer, Peter-Plümpe-Platz 12, 47623 Kevelaer - during the following opening hours:
- Monday & Tuesday: 09:00 - 17:00
- Wednesday: 09:00 - 12:30
- Thursday: 09:00 - 18:00
- Friday: 07:30 - 12:30
- Saturday: 10:00 - 12:30 a.m.
Please bring your polling card and/or your identity card with you.
Miscellaneous
- It is only possible to collect postal voting documents for another person with written authorization.
- In the event of a proven sudden illness, an application is still possible until Sunday, September 14, 2025, 3:00 p.m.
