Since May 1, 2025, new requirements for passport and ID documents have applied nationwide: Only digital photographs may be used for applications. At the Kevelaer Citizens' Office, however, there has been a delay in the start of the new recording systems planned for this.
Digital recording on site only possible from mid-June
The pilgrimage town of Kevelaer had already ordered two modern recording stations from Bundesdruckerei last year. These devices have now been delivered. However, technical activation by Bundesdruckerei is still required for commissioning - and this is unlikely to take place before June 16, 2025 due to the nationwide changeover.
Transitional arrangements for ID card and passport applications
A transitional arrangement applies until the new systems go into operation:
- Citizens can still bring a printed, biometric passport photo with them.
- Alternatively, a digital photo from a certified third-party provider (e.g. photo studio, drugstore) can be used, provided it is transmitted to the Citizens' Registration Office via the secure system.

As soon as the technology is ready for use on site, the Citizens' Registration Office offers a convenient all-round service:
Photo, fingerprint and signature can then be captured directly at the terminal in a single step.
An additional fee of €6.00 is charged for this service.
