From May 2025: new rules for passport photos

Digital passport photos via certified providers
The digital photos can either be taken by certified photographers or specialized service providers (e.g. drugstores). They can then transmit the photos to the Citizens' Registration Office via a secure cloud system. An exemplary list of certified photo studios can be viewed at https://alfo-passbild.com/.

Services offered by the citizens' office
In addition, the pilgrimage town of Kevelaer will provide its own recording systems at the citizens' office from May 1. These not only allow digital passport photos to be taken, but also the required fingerprints and signature to be taken at the same time - conveniently and directly on site. There is an additional charge of €6.00 for the use of these recording devices.

Important: Printed passport photos that you bring with you may no longer be accepted after the deadline. A digital photo taken at the Citizens' Office will only be used for the application and will not be printed out or provided to the applicant for further use.

Please note: For technical reasons, it is not possible to use the digital recording systems for driving license matters. A printed biometric photo must still be submitted for this purpose.
